At Harley Street Mental Health, we recognise the importance of reducing our environmental footprint while continuing to provide safe, accessible and responsive mental health services. Our operating model is digitally enabled, and we will continue to use remote consultations, electronic administration and proportionate face-to-face appointments to avoid unnecessary travel and waste.
This Carbon Reduction Plan sets out our published 2024 emissions baseline, our estimated 2025 reporting year position, the reduction pathway required to reach net zero by 2030, and the environmental management measures that will be used during the Dec-2025 to Dec-2026 active plan period.
Our emissions baseline and current reporting year estimate
The organisation’s baseline year is 2024. The 2025 reporting year figures below are estimated from the 2024 baseline, taking into account Harley Mental Health Ltd’s broadly consistent operating model, continued use of remote consultations, limited direct travel, no business-owned combustion vehicles and ongoing use of digital administration.

Our decarbonisation plan
Harley Mental Health Ltd is targeting net zero Scope 1, 2 and 3 emissions by 2030. The pathway below shows the reduction required from the 2024 baseline and estimated 2025 position to achieve net zero by 2030. Actual emissions will be compared against this pathway at each annual review.

Environmental management measures
Governance and accountability
The Board will keep oversight of the net zero target and review this plan annually. Emissions data, assumptions and progress against the reduction pathway will be recorded so that improvement can be monitored over time.
Remote-first operations
The business will continue to use remote consultations and virtual meetings where this is clinically appropriate, safe and convenient for patients. Face-to-face appointments will remain available where clinically needed or preferred.
Procurement and suppliers
Harley Mental Health Ltd will take environmental considerations into account when selecting suppliers, including whether suppliers have carbon reduction measures, digital delivery options and lower-waste packaging or service models.
Premises
As the business does not directly procure electricity or heating for premises, Scope 2 emissions remain outside direct purchasing control. We will nevertheless engage with building owners and room providers about renewable energy, efficient lighting, sensible heating use and water efficiency.
Travel and commuting
We will reduce avoidable journeys through virtual meetings, careful rota planning and hybrid working where appropriate. Where travel is necessary, staff will be encouraged to select lower-carbon and practical options.
Waste and materials
We will continue to reduce paper usage through digital forms, electronic records and electronic communication. We will review waste streams and seek to improve recycling and responsible disposal of equipment that remains in good working order.
Awareness
Staff and clinicians will be reminded that emissions reduction is part of day-to-day operational discipline: printing less, planning travel, using technology well, and choosing suppliers responsibly.
Commitment to net zero
Harley Mental Health Ltd confirms its organisational commitment to achieving net zero Scope 1, 2 and 3 emissions by 2030.
The company will continue to review its operational practices, procurement decisions, travel patterns, digital systems and waste management processes to reduce avoidable greenhouse gas emissions. We recognise that the majority of our current footprint sits within Scope 3, particularly purchased goods and services, and we will therefore prioritise supplier engagement and lower-carbon operational choices as part of our reduction strategy.
This commitment will be reviewed annually by the Board, with progress measured against the 2024 baseline, the estimated 2025 reporting year position and the 2030 net zero pathway.
Declaration
This Carbon Reduction Plan has been prepared with reference to PPN 006, formerly PPN 06/21, and the associated guidance and reporting standard for Carbon Reduction Plans. Reported baseline emissions have been recorded in accordance with the GHG Protocol Corporate Standard and the published reporting standard for Carbon Reduction Plans. Where annual activity data is recalculated, the appropriate UK Government conversion factors for greenhouse gas company reporting should be used.
Scope 1 and Scope 2 emissions have been reported in accordance with Streamlined Energy and Carbon Reporting principles. The required subset of Scope 3 emissions is reported in accordance with the published reporting standard for Carbon Reduction Plans and the Corporate Value Chain Scope 3 Standard.
This Carbon Reduction Plan will be reviewed and updated annually, with progress assessed against the baseline, the estimated 2025 reporting year position and the 2030 reduction pathway.
